中国のインキュベーション能力：1大学で日本全体と同等

さて、「中国の魅力の変化：手（労働力）から、口（市場）から、頭（頭脳）に」、「技術と事業化」という話の続きで、今日はインキュベーションの話です。

インキュベーションとは、事業の種（技術の場合もある）を「孵化」する役割のことを言います。これは、「技術と事業化」の「2. コアとなる技術を事業化する。」ということに関連しますし、日本はここが苦手だということは前回申し上げました。そして、そのための克服策として、前回は「MOT教育」をご紹介いたしました。今回はもう一つの克服策としての「インキュベーション」の話です。

インキュベーションとは

ご存じの方が多いかもしれませんが、念のためインキュベーションとはどんなものかを簡単にご説明させていただきます。あなたが大学である技術を研究しており、それでビジネスを始めたいとします。いろいろ困ることがあると思います。それを「助ける」のがインキュベーターの役割です。

いろいろな「助け方」がありますが、代表的なものとしては、小規模オフィスを低価格でレンタルする、プロフェッショナル（弁護士、コンサルタントなど）を紹介する、などといった機能を持っているインキュベーターが多いです。実際、いくらすごい技術を持っていても、実際にビジネスを始めようと思うと、経済的、人脈的にリスクが大きい場合が多く、それを助けるのがインキュベーターなのです。

日本におけるインキュベーション政策

日本においては、「大学発ベンチャー1,000社」という政策が実施されております。これは大学の技術を事業化しようという試みであり、平成15年3月末現在、大学発ベンチャーは531社創出されています。こうした試み自体は非常に評価できると思っております。ところが…。

中国は1大学だけで日本全体と同じインキュベーション能力

この数年、年に２，３回は中国を訪問しており、特に中国ナンバー１の大学「清華大学」（前首相や現主席もこの大学出身）にも何回も話を聞きに伺っています。

清華大学は、産学連携が進んでおり、大学で企業を有しています。北京株式市場で清華大学が有する株式は市場の１％に当たると２年前に清華大学の教授が言っていました。

また、大学の正面玄関の横に巨大なベンチャー企業のインキュベーション（孵化器）「清華科技園」を作っており、大学自体がベンチャーの育成機関となっています。日本が「大学発ベンチャー1,000社」といっていますが、清華大学のインキュベーションだけで1,000社入るといいます。つまり、中国の驚異は技術力だけでなくなりつつあるのです。

今後、中国は、このような大学を中心に米国からの帰国研究者を集め、急激に技術力をつけるのではないかと思います。実際、清華大学のパンフレットを見ますと、米国留学経験がある教授が相当見当たります。これは（技術力をつけた日本の大学と中国の大学を単純に比較しても意味はないですが）きっと東大よりも数が割合的には大きくなっていると感じます。

こうしたことを把握している政治家は稀です。現状をきちんと把握した上で、それに対応する政策を打たねば、人口が10倍いる中国にあっという間に追い抜かれてしまいます。「スピード経営」ならぬ「スピード政治」です。もっとこうしたことを議論すべきであると考えております。

すしさん、カナダではどのようになっているのかご存じでしょうか？ご存じでしたら、是非ご教授ください！

清華大学

清華大学では、学部生の３割、修士の５割が卒業後アメリカへ。
シリコンバレーに3,000人のＯＢ、シリコンバレー最大規模の人的ネットワーク（注：シリコンバレーの清華大OBからインタビュー）。
海外帰りの教授の年収６万ドル、助教授５万ドル。米国と同額を支出。
米国大学と同様に、ビジネススクールやガバメントスクールを有している。
研究資金の半分以上は、政府以外から。

注：２００２年１月に清華大王副教授（国際産学連携担当部長）からインタビュー。

清華科技園

敷地全体で30ヘクタール（東京ドーム６個分に相当）、延床面積70万㎡、すべて完成すると１千社が立地する見込み。現在、延床13万㎡（東京ドーム３個分相当）が完成済みで、200社入居中。
2005年には施設全体が完成予定。2011年には世界一流のパークとなることを目指している。

台湾新竹と同じモデルを目指す

台湾新竹においては、工業技術研究院（半官半民）を中心にサイエンスパークを設置し、半導体メーカ、ＣＤ－ＲＯＭドライブメーカ、ＰＣアセンブラなどを創出。研究者が億万長者に。
その起爆剤となったのは、米国帰りの研究者たち。米国から研究者を呼び戻すため、研究院は、「米国人が教師をする小中高校を設立」、「兼業規制を緩和」。
中国も同様に米国にいる中国人研究者の呼び戻しを行っている。

　それでは、どのような政策（法案）がよいのでしょう？
　結論が楽しみです。

　素人的かつ役人的に考えた場合、ベンチャーより大企業の競争力低下の方が心配です。
　なんだかんだ言って、一定規模を持つ企業が元気でないと国全体は沈没すると思います。

　先にも書きましたが、世の中優秀な人ばかりでなく、平凡な能力の人が多いからです。そしてそれを抱え、鍛えているのはやはり大企業です。

　ベンチャー起業で自分でのし上がっていくビルゲイツのタイプは特例で、多くは軌道に乗った段階で権利を売ってしまうのでは？
　その技術（製品）を「大量生産」に結びつける資本力と流通能力が必須だと考えるからです。
　
　天才を大事にするのも大事ですが、そうでない鍛えられた凡才をうまくマッチングさせるのも技術力の向上には重要だと思います。
　できれば、大企業などは臨時雇用ではなく正社員を雇い、鍛え上げる。そういったことのできるような政策はないものか、と思ってしまいます。

　カナダのことですか.......よく知りません。
というのも、生物系の一研究者ですから。

　でも、うちの教授はあるベンチャー企業の顧問をしたりとか、
そのベンチャー企業と試料やデータの共有をしているので、
その企業は大学発ではないかもしれませんが、
大学と密接に関係した企業であることは確かです。

　話は変わって、僕が今住んでいるケベック州では、
物価や賃金などの開発コストが安いことを売りにして、
企業の募集などをしています。
　また、ＢＲＩという国立研究所の周囲にいくつかの研究所が集まっていることから、
小規模ながらベンチャーパークみたいなものも作っているのかもしれません。

　カナダ政府もまたベンチャー企業の投資や税制上の優遇を行っているみたいです。

　ただ、投資のピークは２０００年ぐらいなので、すでにカナダではベンチャーの起業の黎明期は終わりつつあるのかもしれません。
