教育に関する質問への回答

先日、初等教育に関して2つのエントリーを書かせて頂きましたが、たくさんのご質問を頂きましたので、回答させて頂きます。また、参考資料をPPTで置きますので、よろしくお願いいたします。

すしさん：

ゆとり教育はある程度、教育にお金をつぎ込める家庭にとっては、あまり問題ではないと思います。どちらにしても本人のやる気しだいですし。ただ、塾などの学外での教育の場への参加のために金銭的な補助を確定申告などで還付できる制度を作るべきだと思いますが。

ご指摘のとおり、「教育減税」は是非やるべきだと思っております。昔、たしかサラリーマン新党が打ち出して、注目をあつめましたが、やはり、国民に役立つ税制の議論をやる時期に来ていると思います。その典型が教育減税であると考えます。

　ただ、ふじすえさんは書かれていませんが絶対評価は無くすべきだと思います。
　　例えば会社などで、あなたの評価は一人の上司に一任されます。
ただ、上司による評価においてあなたの業績の良し悪しはあまり考慮されないかもしれません。
　なんて言われたら、僕ならとりあえず、働いているふりをして上司に気に入られようと努力します。
　それと同じように、小学生たちも考えるのではないのでしょうか？
　勉強はふりだけで、先生に気に入られるような行動だけをする。　
　それよりも、９割は成績で後の１割は態度などで評価しますといわれたほうがわかりやすいです。
評価されるほうも勉強する気になりますし。

私も絶対評価に賛成です。うちの地元の中学は絶対評価になりました。これからこの動きは広がると思いますし、広げたいと思います。。

あと、教科書検定ですが

にやや古いですがまとめて書いてありました。
アメリカでは国としてというよりも州として検定しているところが多いようですね。検定がない州もあるみたいですが。
僕の住んでいるカナダもしかりです。
ただ、アメリカでは教科書というよりも参考書代わりに使っている教師も多く見受けられるということも書かれており、そのために分厚いのかもしれませんね。

確かに参考書として使っているようですね。日本も教科書だけでなく、もっと「子供たちが自分で読み出したくなるような参考書」ができるといいですね。

保護者が選択できる教育機関は多様性の富んだものであるべきですよね。その意味で競争原理の導入は不可欠。さらに、公立の教育機関の間でも（学費の安さにあぐらをかかないように）競争原理が働くようにすべきかな、と思います。中学生時代に教師が「うちの中学はよその中学に比べて云々」と言っていたので、いまでもなんらかの競争はあるんでしょうが、その競争結果が需要家である保護者たちにわかりやすく開示されていない状況では意味がありません。

品川区の場合は、外部有識者の評価があり、それが公開されます。その評価を見て、保護者や児童が入る小学校を選ぶようです。情報の公開は本当に重要だと思います。

　こんにちは。自民党や民主党でつくる超党派の教育基本法改正促進委員会で、民主党の某議員が、「国のために命を捨てる人間をつくるために教育基本法を改正する」とおっしゃったとか。教育について、いろいろ書いていますが、要するに、教育を通して、企業に役立つ人間、国家に役立つ人間をつくろう、それ以外の人間、切り捨てようということではないのですか？

教育の目的は、「それぞれの個人が持った能力を磨くこと」にあると思います。個々の日本人が能力を発揮することが国が豊かになる最も基本的な条件ではないでしょうか？

私は、経営学を研究しておりましたが、長期的に業績がいい企業は、社員が能力を発揮し、また、能力を向上させるための制度が充実してるように感じます。キャノンなどそのいい例だと思います。国と企業は、違いますが、組織を構成する人たちが能力を磨き、そして発揮することが組織のパフォーマンスに直結しているという意味では同じだと考えます。

公立学校選択制で初等教育の再構築を

教育はもっとも重要な課題です。いいたい事はたくさんありますが、それはドキュメントにおとしこみ提出します。教育バウチャーで、塾と公立校を競わせ、無能・無気力・無努力の教員を淘汰して、悪貨を駆逐し、良貨（良い先生）を手にいれよう。

教育バウチャー制度は、アメリカでは効果があったようですね。やはり、教育を選択する権利を国民が持たなければならないと感じます。

また、塾についても、この９０年代の不景気の中で、３倍くらい（ここの技術政策論の塾産業分析を入れてください）に業界の規模が大きくなっており、ゆとり教育を補完するといった意味で塾が成長したと思っています。

私は、塾を否定するものではありませんが、やはり公的教育が基盤で、そこにプラスアルファとして塾が有る構造がいいと思っております。

私の娘も塾に行きましたが、この費用は正直言って家計に負担です。やはり、公的教育の復活を私個人として望んでいます。

選択制は、公立・私立を含めて、選択の余地がある「都会」だから成り立つ話だと思います。
公立の小・中学校であっても、
現に地域格差というか、
学校間の学力レベルの差があるようです。
A中学校は難関校への進学率が高いけど、
B中学校はそうでもない…という測り方には問題があるかもしれませんが。

そういった差が何に起因するのかを、
きちんと分析しないと、
選べない地域の子どもには
何の救済にもならないのではないでしょうか。

ご指摘のとおり、都会でしかなかなか実現しにくいと思います。ただ、外部有識者が学校を評価することは、学校が密集していない地域でも実施できるのではないでしょうか。評価基準は、学力だけでなく、不登校率や欠席率なども対象になっているとインタビューをした品川教育委員会の方からお聞きしました。（昨年のことですが。）

　学校選択制は、小学校から進学校や底辺校をつくり、子どもたちを早期から競争に巻き込む危険がきわめて高い制度だと思います。また、選択制になってしまうと、家庭・地域・学校の連携もとりにくくなります。　また、教育の質の低下は、教育予算を削減することと、教員を統制するという長年にわたる文部科学省の政策の結果であって、学校間に競争がないからでも、教員の質が低いからでもありません。まず、教育予算を十分に配分すること、そして、間違った上意下達をやめさせ、各学校や各教員が創意工夫をして自由に教育ができる仕組みをつくることこそ、教育の質の向上に結びつくと考えます。

教育予算の少なさは、ご指摘のとおりです。ＧＤＰ費でみても日本は教育にかける予算が少ないことが分かります。ご指摘のとおり、日本は教育先進国との誤解をまずなくすことが必要だと思います。

また、上意下達をやめさせ、過酷の創意工夫を自由にやれるようにすることも大賛成です。ただ、自由とともに結果の評価も必要だと思います。
