フィンランドの教育制度

今週のニューズウィーク日本版を読むと(p51)
フィンランドの教育のレベルが高いとの記事があった。

ＯＥＣＤ（経済協力開発機構）の15歳の学力調査でも、読み書きで世界で1位、科学応用力で3位の成績。また、子供たちの学力の格差も少ない。

なぜ、学力が高いかというと、教師の質が高いのが理由。
教師の資格を取るのに大学院修士以上の学位がいる、また、授業内容についての教師の裁量は大きく教科書も教師が選べるとのこと。
そして、18歳の若者に最も人気が高い職業が教師であるとのこと。

先日も教育のことを書いたけど、教育を変えるには、教育指針などの表面的なものだけではなく、いい人材に教師になってもらい、そしてがんばってもらえる制度を確立することが不可欠だと思う。

いい教師を採用するには、お金がかかるといわれそうだが、フィンランドの学生一人当たりの年間教育支出は、先進国の平均よりも低いらしい。きっとなにか工夫があるのだろう。

ここだよポイントは。

日本の教師がフィンランドと比べて著しく劣っているということはない。寧ろ能力を発揮することへの弊害が大きいことが問題。
例えば独自裁量で教育をおこなった場合管理職及び親から文句が来るわけで、つまり能力を発揮する機会と動機が失われてしまうわけだな。言われた事だけやれと言われれば若く血気盛んな教師もそのうちモチベーションが下がるわな。
学習内容については、親を招いての説明等も多くなされている。
フィンランドの学習指導要領のあり方を真似するといいと思うぞ。

後は飛び級だな、これは重要。おちこぼれを無くそうという方針でだいぶ学習内容を簡単にしているが、これはやる気のある生徒も同様に引きずられてしまうと言う弊害を齎す。解決策としては飛び級が尤も効率的だと思われる。ぶっちゃけた話教師が無能であっても、飛び級と言う自助努力が認められる制度があれば優秀な人材は育つよ。

まぁあれだ、幸いにもフィンランドは親日的な国家だしな、実際に行って聞いてみるぐらいのことはしてもいいと思うぞ。

やはり自由裁量が認められているということが、教師のモチベーションを上げることとなり、教師の質の向上に繋がっているのでしょうね。

私も何度かフィンランドには訪れているのですが、とても素晴らしい国ですよね。

私はどこかフィンランド人は日本人に似ているなぁと感じています。

日本もフィンランドのように、教育のレベルは高く、支出は安い国にしたいと思っています。

　行政は落ちこぼれをなくすために知識の減量化を図っているようですが危険です。知識不足は国民全体のレベルの低下を招きます。
　授業時間を増やしてこなせない子を指導すべきです。できないからといってやらせないのは間違いと思われます。出来ない子を出来るようにさせる工夫を放棄すべきではありません。
　当然、難問、奇問、珍問は排除すべきです。子供たちの知識不足は将来の負の遺産になるでしょう。

野澤さん、ご意見をありがとうございます。
私も同じような意見です。

個人的には、海外と比較して負けない教養を身につける教育が必要だと思います。教育はわが国を支える唯一財産「人財」をつくる唯一の方法です。端的に言って、国際的に競争できる人財をどう作るかを考える必要があります。

例えば、哲学、歴史などが日本ではすごく軽視されているように思っています。特にヨーロッパの人は哲学をよく勉強しているようです。
また、アメリカでも、社会科の教科書を見ましたが、歴史と現在の社会制度の関係が分かるような教科書で（歴史が短いからできるのかもしれません）、すごく分かりやすかったのを今でも覚えています。
